OPTIONAL: Assemble card holders
Choose a side.
If there is one player on a side, draw # command cards indicated by scenario briefing.
If there are two players on a side, each player draws half the number of command cards indicated in briefing.
OPTIONAL: Add leader cards to deck before dealing/drawing.
Place rest of deck face down. Scenario's starting side goes first.
Be the first side to claim the required number of victory medals OR scenario-specific objective.
